Agatha May Walker and Eulalie Scruggs live on opposite sides of Rushmore Boulevard, the busiest street in town.  They have been friends for their whole lives.  When Agatha bakes a batch of ginger snaps to share with Eulalie, she finds that she cannot get across the street.  The traffic zooms by and no one wants to stop for an elderly woman with a plate of cookies.  Agatha and Eulalie decide that something needs to be done.
