In September 1942, Japanese pilot, Nobuo Fujita, launched his small plane from the deck of a submarine for two secret bombing raids off the coast of Brookings, Oregon. Out of the four bombs he dropped, only one was known to explode, causing little damage in the woods. Fujita never forgot the raids while the town of Brookings had almost forgotten until 1962, when the Brookings Jaycees, a leadership organization, looked for ways to boost tourism. They invited Fujita as a guest of honor at their Memorial Day festival. Fujita accepted, never dreaming he would be welcomed warmly.
