Meet Arthur.  He's a guard  at the Dogopolis Museum of Art.  He really loves his job.  He gets to see all the beautiful paintings all day long.  At night, he goes home, eats dinner and reads a book.  Most nights anyway.  On the night of the full moon, he puts on a disguise and becomes Art Dog.  He paints all over town and signs his paintings with a swish of his tail.  No one really notices Art Dog until the night that the Mona Woffa is stolen.
