Perloo belongs to a race of creatures that are part jack rabbit, part prairie dog and part human, called the Montmers.  Perloo would just like to be left alone in his den reading Montmer history and mythology but the Montmer leader, Jolaine, summons Perloo to her side just before she dies and names Perloo her successor.  Jolaine's scheming son, Berwig, is very angry at his mother and with Perloo and plots to declare war on their neighboring arch enemies, the Felbarts who are half coyote and half human.
